Report Fraud to the CT Paid Leave Authority

Fraud is knowingly misrepresenting the truth or deliberately concealing important information. If you suspect fraud related to CT Paid Leave benefits or if you believe someone applied for benefits using your name or other personal information related to you, you should report it using the Contact Us page and selecting "Report Suspected Fraud" as your contact reason.

When you file an application for benefits, we will send you a letter by U.S. mail notifying you that the application was made.  If you receive this letter but you did not file an application, the claim may have been the result of identity theft. It is crucial, therefore, that you notify us as soon as possible by calling our Customer Care Center at (877) 499-8606, Monday through Friday from 8am to 8pm EST. You can also notify us by using Contact Us, selecting "Report Suspected Fraud" as your contact reason.

If a fraudulent application was made as a result of identity theft, it will not impact your ability to collect paid leave benefits in the future.

If You Believe You Are a Victim of Fraud

If you believe your identity has been stolen and a fraudulent CT Paid Leave application has been filed on your behalf, here are some additional steps you can take to protect yourself:

  1. File a police report with your local police department. Get a copy of the report that you can provide to creditors and credit agencies.
  2. Change passwords on your email, bank, and other personal accounts.
  3. Notify all credit card companies, banks, and other financial institutions where you do business. Tell them you are a victim of identity theft and ask them to put a fraud alert on your account.
  4. Get a copy of your credit report and dispute any fraudulent transactions. You can request credit reports online from the three major credit reporting agencies (Equifax, Experian, and Transunion) or by calling (877) 322-8228.
  5. Place a credit freeze with each of the three major credit reporting agencies. Call each of the credit reporting agencies at these phone numbers or visit their websites to freeze your credit.

  6. Place a fraud alert on your credit file. You can do this by contacting one of the credit agencies to add an alert with all three agencies.

Foster Care + Bonding

Foster Care Placement is 24-hour care for children in substitution for, and away from, their parents or guardian. Such placements involve state action, voluntary or involuntary removal of the child from the parents or guardian, and an agreement between the state and foster family that the family will care for the child. Eligible employees may receive CT Paid Leave benefits in connection with leave taken for a foster care placement of any duration.

Leave for foster care placement may be taken for the following reasons:

Pre-placement activities

Absences required for the foster care placement to proceed, such as required counseling sessions, court appearances and travel to different localities;

Bonding with child upon placement

Absences taken to allow a parent to develop a mutual emotional and psychological closeness with the child upon the placement of the foster child.

For pre-placement activities, the parent can receive CT Paid Leave benefits in connection with the leave taken on an intermittent, reduced schedule or block basis.

For bonding upon the placement, the parent can receive CT Paid Leave benefits in connection with leave taken on a block basis or, with the employer's consent, on a reduced schedule or intermittent basis.

No matter when you start your bonding leave, it must be completed within 12 months of the child's placement in your home.
